Default Housebreaking-How long did it take?

Chloe is almost 2 months old. And we have been having for 2 and half weeks. We are using pee pee pads. We can't train her to go outside for now because our yard is not completly fenced in. And even the smallest collar we can find is still a little too big for her. The puppy pads are placed in the laundry room. She was doing great for awhile. Now within the last 2 days, she acts like she does not want anything to do with going on her pad. She is having accident after accident. And my mom is getting frustrated because she said Chloe is ruining her floors. I tell her that she has to be patient because she is so young. It can take up to 6 months to fully train her. I said if you yell at her, she does not know what you are yelling at her for. I can't work with her that much because lately at work they have been scheduling me 6 days a week at work. And I really need the money to pay my bills. If it was not for my mom, I don't know what I would do. My mom said if she continues to have accidents, she is going to be confined to the laundry room until she gets it. I think she is terrified of going to use it in the laundry room because she thinks she is going to be locked up. She only gets confined to the laundry room at night while we are sleeping. She has free roam of the kitchen and dining room. But, my mom refuses to let her go in the living room or any of the bedrooms until she is fully trained. Today she literally has been having accidents every 20 minutes and barely used her pad at all. My mom has been trying to bring her to her pad every 15 minutes without much success. Our last yorkie Lacey was newspaper trained. And she was a breeze to train. She was fully trained in about a month or so. And never had accidents after that even when she was very sick with kidney failure.
