My Yorkie absolutely loves children. He'd run away forever with any of them forever.
However - it's my grown neighbors that come over and ask if Murphy can come out and play. It's usually when they have company and want to take him to their house and show him off. These are neighbors whose homes we visit a lot - so, he always gets to go.
People pet my pup - but I have never let any children hold him. I make them sit on the floor and play with him. I'm afraid they might drop him. He's a wiggleworm.
I have almost never had my pup out to a public place. So most of the petting and wanting to hold him is just with my relatives and neighbors, etc.
I think some of the problems you are describing --- are why I don't take him out to public places. He does get out. We go for walks and he knows all my neighbors - and their dogs. He rides to the store with me occasionally. And, we do visit friends, neighbors, and relatives. And, I have quite a bit of company here at my house. I think this is enough getting out and around for my little guy.
