Get your umbrella, if you have a raincoat for your puppy put that on him and take him for his walk. I had 3 house broken babies, rain, hail, sleet or snow, I walked them because I didn't want inside, outside babies. Because my new adopted boy does not like the rain I got him a rain coat at pet supplies, it may not be what I wanted but until then he has a raincoat and out he goes. This is the price we pay. I do wish that my adopted boy was inside outside, we had a real hard snow filled winter, I had to do a lot of shoveling for him lol. Hey, remember when you were a kid, how you LOVED to play outside when it rained in the summer, lol. Go for it.
