Default carrying poop to another location....

Hey, ya know how cats will bring you a mouse or a bird... sort of like a gift? well, that's what my Teacup Yorkie does with her poop. She is nine months old. I thought we were getting this pooping thing under control. She starts out pooping on or very near the puppy pad, then she picks up the pieces and carries them to the same place in the other room on the carpet. I have discouraged this location by putting pepper on the carpet. So now it is right in the middle of the hallway. It's like she thinks I am too stupid to find it on the pad to throw it in the toilet, so she puts it in my path. She is getting worse at this potty training, than better. If she leaves it on the pad, I praise her while I am putting it in the toilet. and if it is off the pad I don't say anything, I just pick it up and put it in the toilet. I would like to GROWL at her. I am frustrated. any suggestions?
