Actually, most laws get shot down because the breeders are so afraid of losing their income. I mean no disrespect to you or any other breeder....it is just that it always seems that any time a law comes around to limit the numbers of dogs a breeder has, all the breeders come out swinging. It is a well known fact that many (probably most) people who breed dogs are totally neglecting and/or abusing them.; and it takes almost an act of Congress to do anything about it.
