Did you recently get the kennel cough (bordetella) vaccine for him? If so, it's likely he has kennel cough from the vaccine. Since he's a puppy, you'll want medication support as kennel cough can progress easily to pneumonia in puppies and it can result in death if not treated. I'd get to a vet asap.
