It would be very, very highly unusual for a puppy to have allergies of any kind, given the immaturity of their immune system. So, even though he's biting at his legs, I don't think this is allergies.

I'd stop the oatmeal baths asap as they can be irritating to already irritated skin. It's a myth that oatmeal baths are good for irritation - a Vet Dermatologist would tell you this too.

I would be most concerned w/ fleas in this case since he's a puppy and itching so badly.
