Rolling over and presenting her tummy is typical behavior for a friendly puppy. If she ever does it while shaking, ears back, eyes wide and showing obvious signs of fear or cringing, that's another thing altogether but when happy and greeting other dogs, totally normal young dog greeting for other dogs.
