It may have to do with some lack of socialization skills on the part of the breeder. If your pup was not handled daily from birth by the owners and not allowed out to experience people and different situations then this is a whole new scary world to him.

You also have to remember how big you look to a little puppy. Maybe try to get down on his level instead of standing when trying to encourage him to come to you. Take your time with him. Hopefully he will adjust but don't overwhelm him by doing too much at once.
