He looks all yorkie to me. He looks very sweet. How old is he? He could possibly be a red legged yorkie. Coats never stop growing on most yorkies. Red legged yorkies never get a long of coat. Yorkies will true silk coats have slow growing coats. For example with show yorkies, some will have coat to the floor by the time they are close to one year old while others it might take until they are two years old to get their coat to the floor. It all depends on the coat texture and type.
