He may just be a smaller boy. Do you leave food out for him all the time? Has the vet done any tests such as Bile Acid tests to rule out a medical cause for his poor weight gain?
With some Yorkies, it takes a bit of experimenting to find a food they enjoy. Others need some encouragement to start by hand feeding a few pieces.
