Welcome to Yorkietalk. It does sound like something fishy is going on. Can you please share pictures of her? Do you still have the contact information on the people you got her from? I would call them and ask more questions.
If she was vaccinated that young and has not had anymore vaccinations then she is not protected so make sure you don't let her around where other dogs have been until she is fully vaccinate.
