I truly feel how painfull and frustrated you are. But I was going to suggest to get a soft e cone collar for him. THis will work much better to stop him licking on his hot spots. I would use this collar around the clock, other than when you take him out for walks and or are playing with him.

Don't allow even another vets opinion of what you should or should not do in terms of re-homing your pup cause you grief. You and your husband need to make the right decision for your family, and your family includes your dog.
And yes I do know how expensive seeing specialists can be, but look on the bright side, those allergy tests might show something definitive!
I do so hope that your dog begins to heal, you and your husband are really going that extra mile for him.
