He's kind of young but I have to say he may be starting to go blind. My last girl started having vision problems when she was 15 y/o. At age 17 she was appox. 90 % blind but you could never tell by her eyes, they stayed shiny black, no over cast what so ever. I would deff. have your vet check him out.
