Yes and he needs to be seen by a vet and possibly a neurologist. Seizures are not normal and they are caused by something like liver shunt, brain issues, or just are due to epilepsy. You cannot say it is epilepsy without doing all the medical and neurological testing. You should contact whoever it was who sold you the dog and check puppy lemon laws in your state.
