If she does not have a history, there are no pre-existing conditions except those she has seen a vet for.
I just insured my 8 year old with Pet's Best. Some companies have a cut off and you can only get accident insurance, but you can insure them.
People telling the OP to save $10/month is a good idea, BUT if the dog gets sick and needs intensive care, it could be thousands. At $10/month, I don't see her amassing enough to cover an emergency.
I think insurance is the best answer here...and, as someone suggested, it might have to be in her parent's names.
