Not sure where anyone said bad owner, and have no idea what age you are, but....sure, could be inner ear. Could also be a bacterial infection, a spine or neurological problem, which can be very, very serious. Your dog deserves to be seen. But it is your dog, your wallet, your choice. Best of luck.
