There are many pure breeds in rescues. The probablem with buying puppies from bad breeders and puppy mills though is it keeps them in business which is not good for the breed or the poor parent dogs who suffer. Even with AKC papers though you might not always be getting a pure bred yorkie people do frorge papers all the time.
