I didn't know green peppers could turn red either either, I've had green peppers get streaks of red but never fully turn. I know there's different types of plants to get different colors.
Walmart used to carry purple, white, yellow, red, and green pepper plants, now they only have red and green. One year we had all the colors. I haven't seen a purple or white pepper since.
