I tried a dog bmi link but it said he would only be healthy or at the 'correct weight' when he weighs 7lbs as he is 9'' tall. Currently, he's 3.6lbs and very happy so I would think he's mildly underweight if at all?

I was thinking about increasing his food to 1.4 oz (40g) a day and he also has cream cheese or peanut butter in the day as a snack (1tbs max of each).

Obviously, the vet will know but just wanted your responses to see if you feed similar size/aged dogs a similar amount, more or less?

Thanks!
A vet once told me that when you feel the side of their ribs, it should feel the same way as the thin skin over the top of your hand where you can feel your bones easily but not see them. I also think that if you look at them from a standing position, their waist should be easily seen. You don't want to see ribs or bones but you should only feel a single layer of fat over the bones for them to be at a healthy weight. My dogs have always been pretty lean, and I think it's contributed to their longevity (two will be 14 this summer!).
