Actually 16wks is not too young to get the first BATS test done. And you could request this of the breeder to do if you are interested in the 4mth old.

And btw the parents should have been BATS tested prior to breeding along with a few other pre0breeding screening tests.

You do need to research this breeder, to have ideally prior to seeing the pups her health guarantee and what it covers if anything.
