I think your fathers quote is very apt and still relevant. In Canada we can not charge more for papers, in fact we must issue the registration papers to the new owner. I think USA works a bit differently. But I have never heard of someone charging "extra" for vaccinations.
I hope this woman is not a YTCA breeder member because there is so much "wrong" in what she has done. How can you pre-sell a show promise puppy when the litter is not even on the ground yet?
And my breeder friends of Yorkies tell me that you truly need about 6months to understand with reasonable certainty that this dog is show quality.
I am very leery of internet only transactions, I like to meet the breeder, the dogs in question and look at their lines. I also rely on a network of breeder friends to for instance go examine a litter in Europe that I am interested in, or in the States....
