I'm not sure if Mineral oil & Listerine are ok things to apply or give to a dog. I know you're not giving it to him orally, but Listerine does have alcohol in it & if he licks his hair/skin, he can ingest it. Mineral oil should not be ingested either. Maybe skip the mineral oil & use coconut oil instead?
ACV is great & dogs can ingest it. Hope he'll continue to improve.
