OP, there is absolutely nothing wrong with feeding your dog rice or any other grains provided your dog does well on it.
Quinoa is a pseudo-grain with some very gut disruptive properties (i.e. high saponin content). I would avoid and stick with the rice.
By the way, dogs and grains DO agree, and, as recently pointed out by WOLF BIOLOGISTS, grains were the reason dogs evolved to be with humans and possible the reason for their domestication.
