Dogs that do a lot of walking do tend to toughen their pads but a dog that is not accustomed to a lot of walking is going to have tender pads and if your feet can't take the heat then the dog's pads are going to suffer from it too.

Pavement can reach scalding temperatures depending on the kind of weather you are having. Dogs do love their walks and it could be yours does not want to miss out on a good time outside. I would try to keep him off the pavement that is in direct sunlight during the hottest parts of the day.
