Sad Uncontrollable, embarrassing barking while out walking

I am at my wit's end with Milo. He is a purebred, 1 1/2 y.o. yorkie and from a rescue, presumably from a family who just had a baby that Milo was not fond of. I've had him for about 3 months, and I can definitely see that part of him. For the most part, he's not unusual from what I've read. The "make or break" deal for me is the uncontrollable, barking bloody murder, when he is out for walks. He barks bloody murder at children, other dogs, birds, ANYTHING! I am mortified! There is no calming him down! I have tried to distract him, give him treats, but when he is in his "fit" he is full-head on attack mode! Any suggestions? If I cannot curb this behavior, he'll have to go!
