It's safest to have a collar that fits properly bc you don't want the puppy getting hung up on something due to slack. What I did when they were little was get them a break-away cat collar since cat collars are smaller. As puppies, I never ever left them alone w/ their collar on either....until it truly fit properly and until they were used to it and didn't fidget w/ it.
