I bought size 2 for Evie. She is 11" girth and around 4.3 pounds which also doesn't fit the description of the size 2. I was also having a hard time deciding on what size Evie was so I emailed buddy-belts and they said a size 2 would be good for her. I think that a size 1 would be good for your girl.
Edit: See Maximo's post above, she's more experienced on buddy belts and confirmed the size
