A good vet will be able to easily and accurately diagnose luxating patella, so I would trust this diagnosis (unless you have reason to believe he is not a good vet, in which case I would switch vets). There are 4 grades of LP (not 6), and grade 1 is very mild and doesn't require surgery. You usually don't need to consider surgery unless the leg is up most of the time. I would keep an eye on it, and if it gets worse, consult an orthopedic specialist.
