I'm not sure about the shots. I've always heard that it is best to meet on neutral territory, outside the home and yard. However, I know this is not always realistic with a puppy. I did it with my boys, but Teddy was 8 months, not a puppy.
Since your puppy is going to be just barely over 1 pound, I wouldn't want to let him run free with Bailey. I would be more inclined to stick with your plan of the gate to separate and let them sniff each other. You know Bailey best, so you will have to be the judge of how much interaction is safe while Pips is really tiny.
