Yes, I would do surgery on a dog that was 8 years old that needed it. My dog was 11.5 when he jumped off a bed and tore his ligament and his patellar lunation was fixed at the same time. But, sometimes strict crate rest with anti-inflammatories can help. Also, check the teeth, if the dog needs a dental, the dental disease could be exacerbating the knee issue (sounds crazy but my 14 y.o. just was "cured" of his shoulder tendonitis after having a dental).
