Cody NEVER barks. We heard him bark one time...when Trixie was in heat and he was pining. Trixie rarely barks...only when she sees a cat or another dog outside. Abby barks all the time. She can even bark with a huge toy in her mouth and never drop the toy.
I think it just depends on the dog.
