Some ppl are just irresponsible. Is it a Texas thing cause I never experienced this in Tennessee (I'm in Fort Hood and my neighbors husky mix always got out). It seems to me she kinda doesn't want her chi, if she did this wouldn't repeatedly happen. I know our pets sometimes can slip away from us but owners should have at least have some type of identification whether it's id tags, microchip, or tattoo. I don't believe for one second her dog actually has a microchip. She now is worried because the neighborhood has been alerted to her and her dog and ppl are talking? She should have been worried the first time her chi got out. Not everyone is nice and will hold the dog until the owner gets home.
