Dogs' enamel on their teeth is ten times thinner than humans. I once chipped a tooth biting something hard; so it is not so difficult for me to believe that ice could chip their teeth. I let mine have the tiny cubes my ice maker puts out, but yes, probably high risk.
I agree that the last quote makes zero sense. Their teeth are going to be the same no matter what they chewed as puppies.
