If she does not potty when you put her out to potty then you have to keep her leashed inside (just until she tries to potty) and catch her peeing firm no and put her on her pad. only consistency and doing it over and over to help her understand what you expect from her.

be sure to clean the accident areas with an enzyme cleaner to be sure you are fully removing the scent she has left previously.

Mine were actually confused to potty on the pads as I have indoor/outdoor crappy carpet in my room where the pads are set up. I got a large insert from a old truck bed liner and put that down and haven't had an accident since (knock on wood) so maybe there is some confusion depending on the floor you have...just a thought.
