Keep working with her. It gets better as they mature.
I use cotton swabs on the outer, visible part of the ear, but I wouldn't recommend this for everyone. There was one member here who ended up in the ER because the tip of the swab broke off and and went in the pup's ear canal. Never stick a swab into the ear canal. Use a cotton ball or tissue.
