I also live in New York and my puppy also does the same things, lol. It's difficult in a big city as well where there's tonssss of people everywhere. This is the reason why I haven't been taking her with me when I go to do regular daily errands because I know no matter where I go there will be A LOT of people around us. I feel like she needs to be trained more before she can go into highly populated places. Sometimes people don't even look where they're going and I'm scared of her getting stepped on as well because she wants to jump on everyone. I'm working on training her to "stay" when people pass by bringing treats outside and if someone passes I say "stay" then give a treat. You can try this too
