I think sometimes it's necessary. If it's 32 degrees outside and you have a dog that is shaved(like my own), they need something to keep them warm. regardless of size and breed. Every dog will be cold at some point in their life and as their gaurdians it is our duty to keep them warm and prevent that as much as possible.
