Just train your dog.
Use the tethering method if you have to (leashed to you at ALL times in the house, until potty trained) or a crate or expen when cannot be watched. I had a system with Jackson and tried to not let him fail so would take him out often and praise often. Dogs don't really know that they're doing anything wrong... they simply don't understand. Shocking will do nothing but cause confusion, fear, and possibly hiding it in locations that you cannot see. Not to mention, being terrified to walk around at all in your home for fear of being zapped.
