This has worked for us when nothing else would: Get a soda can and put several stones in it, then duct tape the top closed. Every time your dog starts the unwanted behavior, shake the can once, hard, and shout "No!". This startles and frightens them but doesn't harm them. Should work very fast! After it has worked well, just put the can within sight as a reminder not to repeat the behavior.
