Our new puppy does something similar to our 8 year old. I finally got a few small size coke cans, put some small stones in them and duct taped the tops shut; every time Mia goes for Pepper I shake the can hard, once, and shout "No!". It works like a charm, although unfortunately it scares Pepper, too. It took less than two day to make it all stop!
PS: Then just leave the cans around where they can see them for awhile; that deters the behavior.
