There is a ton of information on their site, much of it is good including AKC limited registration, declaring that the term teacup is and adjective and not a breed classification. What is their health guarantee, and do they do genetic testing on the parents? Hopefully they keep the pups until recommended 12 weeks. It is always best to see the pup and parents in person if possible. Even this breeder says to request photos that have your name and date on a piece of paper visible in the photo, to avoid internet scams.
One thing I would not do though is pay a deposit by their preferred method of Western union or Walmart money order; I'd send a cashiers check.
