I'd call my vet and get a diagnosis and treatment, if you haven't done that. And if you have and the vet's treatment isn't working, call him back and tell him or seek a second opinion. Congestion usually indicates an underlying virus/infection or allergy that needs to be diagnosed by a professional. I'm sorry your poor baby is struggling to breathe.
