She is way to small to have puppies it could even kill her. Dogs don't have the need to be a mom like humans do. A reputable breeder will never breed a yorkie under 5 pounds because of the dangers. If she is an adult and having low blood sugar issues then normally there is a cause so I would do a full blood work up that checks all the organs and stuff. I would try to find the cause of the sugar issues then look into spaying her.
