I would keep the bell and work on the false alarms, watch her for signs, teach her the bell is for potty only. Do you have a "potty" command word, control her on "Bell Trips" so its not a snoop around, but pure business.
Now having her on a schedule is fine too, the bell should be for emergencies then, you know yourself sometimes you just have to go sometimes. I plan on bell training soon as she gets past her puppy shots/immunity time and can go outside. Your still in the early training so it should be cake to clarify the bell is for potty. Puppies are smarter then their owners most times and can do more then the owners think the are capable of, so the limiting factor most times is the owner.
