I would be at the ER vet already. I had to do just that about a month ago. If he is small, he won't have much in the way of reserves and if probably already dehydrated and need some subQ fluids.
ETA: My girl is not small, she is 16 lbs, and she already needed fluids. A smaller one could be in worse shape.
