From what I could find online (a study of case law), the chattel laws for stray animals in Illinois apply only to farm animals, so it's the law of the jungle for dogs and cats, unless they are turned in to animal control. If someone finds a stray dog or cat, I don't *think* that they are obligated to turn them in to animal control. If a person is going to keep the animal themselves while looking for the owner, I don't *think* that they are obligated to check for a microchip, but the responsible person would at least take the animal in to the vet to have it scanned for a chip. After my experience with turning in a stray cat, I would be very leery about turning an animal in to animal control, because they are quick to have animals euthanized .
