Default Baytril / Vet Recommendation

Hi Yorkie Community. My little girl is sick again, now leaking urine after being diagnosed with pancreatitis. These appear to be unrelated. The vet's theory is bacterial infection and she's in Baytril. Here are my questions:
1) she's not good on Baytril (or meds generally)- the dosage of 22.7 (once per day / split in two) is high for her and she's sluggish and/or nauseous. She's 7 lbs and 12 years old. Has anyone had experience lowering the dosage?
2) does anyone have a good recommendation (ideally great) of a vet in NYC who specializes in homeopathic and holistic approaches and who is not crazy busy or a prima-donna. I have had nothing but horrible experiences here, which continues to shock me as it defies logic. (Please note, i will never again set foot at the Animal Medical Center or see anyone affiliated there as one of their touted preeminent liver shunt expert sergeants killed my little yorkie last year.)
