It is worse - just as you say - in that this poor baby has been at least twice or more failed by humans - even if the first time was due to his escaping from a fenced yard or out the front door of a loving home - that owner failed him by not keeping him secure in his premises and making every allowance for how he might get out. But just as likely, he was abandoned or surrendered and then this wonderful human comes alone, takes him in, gives him shelter, food,water and some sort of bond develops and he's finally feeling secure and then, boom, his hero just walks out and leaves him with strangers in a strange, scary place and this poor little guy isn't going to be alone again if he can help it - he goes after his master so he won't be left to fend for himself ever again. He's a social, pack animal and wants his pack back. No doubt he thought for sure he could get to his human and things would be okay once his human saw him following him. Dogs live in hope. Except - he's apparently struck out again - and who knows what happened to the poor baby this time if it made that guy mad that he was following him, showing him up as abandoning his dog to anyone watching. I hope there is such a thing as karma sometimes!
