Are you measuring your food.. if not start now, our eyes can be very deceptive. If you are then start to decrease volumne by 5% for two weeks and weigh him in at home - weekly weigh ins. I have both a dry measure cup and a kitchen scale - you might need to use your bathroom scale. Do not feed after 7pm - you could also look at feeding more in the morning and less in the night time feed.
For exercise try some one on one time with him and do some fun games or tricks. Those burn calories too. Teaching crawling, sit beg stand the send touch etc are good games - so is an indoor obstacle course.
